Improving hydrological services for resilience in the Pacific
Alluvium partnered with SPC to strengthen flood early warning systems across Pacific Island Countries, delivering tailored technical support, capacity building, and people-centred solutions to build climate resilience and reduce disaster risk.

Alluvium was engaged by the Australian Water Partnership (AWP) to partner with The Pacific Community (SPC) in strengthening flood early warning systems and building climate resilience across Pacific Island Countries. Focused on Fiji, Vanuatu, Samoa, and the Solomon Islands, the project aimed to enhance hydrological capacity and support the Framework for Resilient Development in the Pacific and the Sendai Framework for Disaster Risk Reduction.
We delivered technical support through a long-term secondment based at SPC in Suva, Fiji, backed by remote expertise from Australia. Our work included a comprehensive assessment of flood-prone catchments, development of a Pacific-specific flash flood early warning framework, and pilot programs in selected catchments. We provided capacity building in hydrometric data collection, hydrological analysis, GIS, flood modelling and mapping, and developed knowledge products to strengthen evidence-based decision-making. A people-centred, GEDSI-integrated approach underpinned extensive community, national, and regional stakeholder engagement, ensuring solutions were sustainable, affordable, and fit for Pacific contexts.
