Victoria’s Resilient Coast (VRC)
Alluvium supports strategic coastal adaptation planning in Victoria by delivering projects under the Victoria’s Resilient Coast framework, including the Cape to Cape Resilience Project, and working closely with DEECA and local councils to ensure alignment with best practice guidelines.

Alluvium has assisted several local and State government clients in Victoria to deliver strategic coastal adaptation planning, informed by our extensive experience in delivering Coastal Hazard Adaptation Strategies throughout Queensland. We have supported coastal adaptation as part of the first Regional and Strategic Partnership (RaSP) under the new Victorian Marine and Coastal Act 2018 and for several local Councils, which includes delivery of the Cape to Cape Resilience Project in Inverloch.
This project has been used as a pilot for the Victoria’s Resilient Coast (VRC) guidelines, developed by the Department of Eenergy, Environment and Cliamte Action (DEECA) as a state-wide approach to long-term coastal hazard resilience and adaptation. We are currently working with Mornington Peninsula Shire Council, the City of Port Phillip, Warrnambool City Council, and the Great Ocean Road Coast and Parks Authority to deliver various stages of the VRC framework.
We pursue a leading practice approach to delivery of the technical and engagement work, which ensures that our approach aligns strongly with the VRC guidelines.Through delivering strategic coastal adaptation we have refined our approach around some key learnings, including:
• As every community is unique, we shape our approach through community engagement, tailoring adaptation options and pathways to local contexts and values.
• Coastal land management is often complex, with unclear roles, responsibilities, and land tenure. Our approach recognises these challenges and works to clearly define each agency’s role and responsibility in delivering actions.
• Effectively communicating hazards, risks, and adaptation outcomes requires information that is visually engaging and accessible. Our approach includes clear, easy-to-understand content, supported by visually appealing maps, summary figures, and adaptation pathways.
