The Vietnam National Mekong Committee (VNMC) is an interdisciplinary agency responsible for assisting the Prime Minister in directing and managing inter-sectoral, inter-provincial and transboundary activities in order to effectively and sustainably manage and utilise water and related resources in the Mekong Basin.

For VNMC, Alluvium developed a Strategic Action Plan (SAP) to guide their new role as river basin organisation for the Vietnamese Mekong. As an interdisciplinary agency, VNMC assists the Prime Minister in overseeing inter-sectoral, inter-provincial, and transboundary water management. Its remit includes the effective and sustainable management and utilisation of water and related resources in the Viet Nam extent of the Mekong Basin.
The project involved a comprehensive review of legislation and policy, alongside interviews with 20 stakeholder agencies and NGOs across key locations, including Hanoi, Ho Chi Minh City, the Sesan and Srepok catchments in the Central Highlands, and the Mekong Delta. These consultations helped identify and clarify key basin challenges, opportunities, and strategic actions for VNMC. Additionally, criteria were developed for prioritising and selecting key SAP actions.

The finalised SAP has supported VNMC to draft decisions and directives for the Prime Minister on cooperative activities, programs and projects on sustainable development, use, management and protection of water and related resources. This includes issues and opportunities relating to extreme events, climate change, water use, water quality, governance, dispute-resolution, monitoring, training and capacity building.
