Gold Coast Waterways Authority (GCWA) – Recreational Boating Infrastructure Upgrades
To guide upgrades to meet rising boating demand, we assessed five Gold Coast sites for GCWA, identifying high-value concept options through multi-criteria and economic analysis, with potential community benefits of up to $6.3 million annually by 2041.

In response to increasing recreational boating demand highlighted in the 2017 Queensland Recreational Boating Facilities Demand Forecast Study, the Gold Coast Waterways Authority (GCWA) identified the need to upgrade several key boating facilities. While the original study provided a broad, state-wide overview, it lacked detail on specific site conditions, infrastructure reuse potential, and actual usage patterns. To fill these critical knowledge gaps and support more targeted investment, Alluvium has worked closely with GCWA across numerous sites, including Jacobs Well, Proud Park, Tipplers, Broadwater Parklands, Alberton, and others.
Our work has involved a comprehensive suite of services to guide planning, design, and delivery. This has included condition inspections and tailored recommendations, development of reference designs and 3D visualisations, cost estimation, and multi-criteria assessment to inform option selection. We also supported GCWA through design and construct contracts, providing technical input and site instructions. Additionally, we provided marine plant assessments, planning approvals advice, tender support, and conducted economic evaluations to demonstrate the facilities’ long-term community and recreational value.
