Compliance Frameworks for 3 Key Elements of Murray-Darling Basin Plan

Alluvium led the development of key regulatory frameworks for the Inspector-General of Water Compliance, strengthening enforcement, reporting, and governance across the Murray–Darling Basin.

Alluvium supported the Australian Government Inspector-General of Water Compliance in developing key Compliance Frameworks for regulatory enforcement in the Murray-Darling Basin. These frameworks focus on:

  • Water Compliance Performance Reporting by Basin States
  • Sustainable Diversion Limit Compliance Framework
  • Water Resource Plan Compliance and Enforcement Framework

In collaboration with Garry Smith, Megan Dyson, and Paul Simpson, Alluvium led the scoping, risk assessment, and framework development, ensuring alignment with national and state legislation. The team designed and facilitated consultations, pilot reporting exercises, and regulatory workshops with Basin State and national agencies. Coordination across frameworks ensured a cohesive compliance strategy, and feedback from stakeholders shaped the final recommendations.

We also provided expert briefings to the Inspector-General & Executive, helping strengthen water compliance, enforcement, and governance across the Basin.
