Biodiversity Credit Supply Fund Taskforce support

We assessed cost-recovery options for the NSW Biodiversity Offset Scheme Taskforce, recommending a fair and flexible approach to recover assessment costs from landholders while supporting scheme integrity and efficiency.

The NSW Biodiversity Offset Scheme (BOS) offsets biodiversity impacts from approved developments through mechanisms like the Biodiversity Assessment Method (BAM) and the Biodiversity Offset Payment Calculator (BOPC). The Taskforce funds upfront assessment costs to help landholders generate in-demand biodiversity credits but faces challenges in recovering these costs due to withdrawal risks, time delays, and varying site complexities.

NCC was engaged to assess the cost-recovery mechanisms for the Taskforce. The team reviewed existing recovery options, researched alternatives, and analysed data on assessment costs. We also examined different pathways for recouping costs from landholders, considering factors like credit sales, site size, and complexity. Our recommendations aimed to create a fairer, more transparent and more flexible approach that accommodates varying circumstances and ensures effective cost recovery, while enhancing the efficiency and integrity of the Scheme.
